Why this is the correct answer
Before each election, local municipalities automatically send a voter notification card (Wahlbenachrichtigung) to every eligible voter on the official electoral register. This card tells voters where their polling station is and when they can vote. Neither the President, the Federal Assembly, nor a parish office is involved in this notification.
